With my "new" settings yes, i have no more issue, the game runs perfectly well. We are now able to reproduce this issue internally. I too have this issue on my tri-sli gtx rig, but I may have found a little fix, I messed around a bit with settings yesterday and have limited my frame rate drops from occurring so much, Try this, in nvidia control panel set v-sync to let the 3D application decide, then enable frame rate lock in bioshock graphics menu, this sort of corrected the issue for me, my GPS only drops times out of 10 when going into a new area when compared to every time before I used v-sync.
